Cannot change status without filling out time log

The timelog feature will be used a lot within my workplace as we work on an hourly billing structure Is there a way to ensure that a status cannot be changed until time has been logged against the ticket by that agent?

 

Or even something as simple as you cannot close/resolve the ticket without any time being logged against it.
