When I choose Verified contacts, the search form states “Search verified contacts”.

But when I search for a phrase I get the same results as if I’ve chosen Unverified contacts or All contacts. 

I get that the search function probably doesn’t take the filter in considiration but then the field shouldn’t give the indication that it does.

This shouldn’t be the case. When you search in the Verified contacts section, only the verified contacts results will be populated. On the other hand, if you search for a contact in the Unverified contacts section, the details of the unverified contacts will only be listed.
