It would be beneficial to be able to add a resource to a project that is not an agent/requestor. For example, I have tasks that are being added to a project but are assigned to external entities. Being able to add the project resource and assign the task to them helps me track who is responsible for that task. We have cases where a consultant, state level employee, or external vendor are leveraged on a project.

The user you are trying to add to the project must be part of the system either as a Requester/Agent. Only then the system would be able to track their activities.
But can you elaborate the implications on why this consultant should not be in the system as a requester at least?
I also have this requirement. I can’t even find a workaround where I can notify outside contractor/vendor about an update on a project. I was looking for something like a workflow automator that when the project is on a certain state/phase/status it can email to external email address
