Admin Agent missing agent portal button, can't access dashboard in chrome

Created an admin user, with full admin permissions.  On the customer portal page the "Agent Portal" button is missing for this user.  Trying to access the dashboard directly with the URL /a/ or /a/dashboard results in an error in Chrome, saying to check network settings.  They are able to reach the dashboard in IE (through the URL, the Agent Portal Button is missing from IE, too), but I'd like to know if there's something I can look at in chrome to try and resolve this?  And how do I fix the issue with the Agent Portal button?


I've tried clearing all history, cache, forms, etc. but this did not fix the issue.

figured this one out.  Turns out the user had also been added as a contact with the same email.  removed the contact and all is working.
